Odyssee-MURE

Project Description

The third launch of the Odyssee-MURE project, a LIFE 2021 CET policy funded project, is a consortium of 27 EU Member States, Switzerland, and 9 Energy Communities with the goal of “Monitoring the Energy Efficiency Pillar for Climate Neutrality”.

About

The aim of the project is to policy makers in the EU Commission, Member States (EU MS) and Energy Communities (EnC) to implement the framework of the EU Energy Efficiency Directive (EED) as efficiently as possible at national level. The project will enhance, update and modernise ODYSSEE-MURE tools and databases for support to EU MS and EnC through regional and national training events as well as dissemination channels such as country/sector profiles, newsletters, policy briefs, webinars and social media. The project manages and updates two databases as outlined below:

  • ODYSSEE database and facilities which contain and analyse latest available energy demand and energy efficiency indicators, and
  • MURE database and facilities contain and analyse energy efficiency policies and measures.

Objectives

The general objective of the project is to provide a comprehensive monitoring of energy consumption and efficiency trends as well as an evaluation of energy efficiency policy measures by sector for EU countries, Switzerland and Energy Community countries:

  • Evaluate and compare energy efficiency progress by sector and relate this progress to the observed trends in energy consumption.
  • Contribute to the evaluation of national energy efficiency policy measures and analyse their dynamics of implementation.

Whilst providing results in an interactive and attractive way to decision makers and actors involved in energy efficiency, the project has developed specific data and policy tools. The originality of the project is to cover all sectors and end-uses with a homogeneous and harmonised approach and to provide an overall picture of the trends and measures by sector.

Project Outcome

To support policy makers in the EU Commission, EU MS and EnC to implement the framework of the EU Energy Efficiency Directive (EED) as efficiently as possible at national level. This will be done by providing updated, well-experienced, user-friendly databases and web-tools for monitoring and evaluating impacts of EE policies.
